In the constantly evolving technological landscape, Microsoft has introduced the Copilot Control System (CCS), an innovative solution designed to help IT professionals and Chief Information Officers manage and protect the use of Microsoft 365 Copilot and AI agents within their organizations.
The CCS represents a significant step towards large-scale AI transformation, ensuring the necessary security and control to promote adoption and accelerate business value.

Components
The CCS is structured into three fundamental functional areas:
- Security and Governance: This area includes basic and optimized controls for data management, protection against attacks and harmful content, and compliance with regulations. By integrating tools like Microsoft Purview and Defender for Cloud Apps, the CCS offers a comprehensive solution for security and governance.
- Management Controls: CCS management controls allow administrators to manage Copilot licenses, agent life cycles, and consumption costs. These controls are primarily available in the Microsoft 365 admin center, Power Platform admin center, and Copilot Studio.
- Measurement and Reporting: CCS measurement capabilities, through Copilot Analytics, provide IT and business leaders with tools to understand Copilot adoption and business impact. These tools include the Copilot Dashboard and advanced reports available in the Microsoft 365 Admin Center, Viva Insights, and Power Platform Admin Center.
Security and Governance
Organizations adopting AI face new challenges in terms of data security and compliance. The CCS offers fundamental and optimized controls to manage data access, protect interactions with Copilot, and ensure regulatory compliance. For example, Microsoft Purview provides tools for auditing, investigations, and enforcing data retention policies.
Management Controls
The CCS allows administrators to effectively manage Copilot licenses and agent life cycles. These controls include license assignment management, agent review and approval, and consumption billing configuration. These tools are essential to ensure that Copilot and agent usage complies with company policies and usage limits.
Measurement and Reporting
The CCS measurement capabilities are designed to help IT and business leaders understand Copilot adoption and business impact. Copilot Analytics offers preconfigured experiences and advanced reporting tools to analyze productivity changes, collaboration patterns, and employee satisfaction. These tools allow for evaluating AI’s impact on business KPIs in areas such as sales, services, finance, and marketing.
